Virginia Literacy Act/CLSD Goals & Keys to Literacy Solutions:
Goal 1: Science-Based Reading Instruction for All K–8 Teachers
- “All K–8 teachers must receive training in evidence-based reading aligned to the Science of Reading.”

Goal 2: Adoption of High-Quality Instructional Materials (HQIM)
- “K–5: Must use Board-approved HQIM for core reading instruction. 6–8: Must select Board-approved supplemental and intervention materials beginning in 2025–26.”
- KTL Solution: Literacy Leadership PD for effective use of Board-approved HQIM and interventions
Goal 3: Literacy Screening with VALLSS
- “Students identified as high-risk must receive a Student Reading Plan and an additional 2.5 hours/week of literacy instruction (EIRI services)”

Goal 4: Division Literacy Plans (DLPs)
- “Divisions must maintain and update a Literacy Plan addressing: Curriculum choices, Professional development (PD) strategies, Intervention systems, Monitoring, family engagement, and equity strategies.”

Goal 5: Reading Specialists and Intervention Staffing
- “1 reading specialist per 550 K–5 students, and 1 per 1100 6–8 students. Instruction must be inclusive of ELs, SPED, and 504 students.
- KTL Solution: Science of Reading-aligned PD: KBR, KCR, KVR, KEW, KCW courses for K–8, Certified Facilitator Training for job-embedded coaching and ongoing support.
Goal 6: Accountability through the School Performance Framework
- “Emphasis on reading mastery, growth, and readiness (including attendance and critical thinking skills). Focus on English language proficiency for ELs at all grade levels.”
